- Since the special drawing right (SDR) was established in 1967, the volume of international financing has grown tremendously, as has the variety of instruments, currencies, and sources of funds involved. In conjunction with the flexible exchange rate system that has prevailed over the past decade, these developments have changed the determinants of international liquidity
